Title 7 is El Paso’s animal ordinance.
It protects the right to roam for cats, allows outdoor feeding under certain conditions, and prohibits harm, abandonment, or forced relocation of cats.
Cats can be fed outside as long as:
- Feeding areas are kept clean
- Food is removed within an hour
- Property owner gives permission when applicable
- Cats are in the process of TNR or are already ear-tipped

Relocating cats is abandonment and is illegal.
Cats are territorial — moving them without a proper plan can be deadly. Also, removing cats causes the vacuum effect — new, unneutered cats will take their place. That’s why TNR is the safest, most effective solution.
H.B. 3660 is a Texas bill enacted to protect TNR programs.
As of 2023, those participating in TNR programs are protected in their efforts to control overpopulation. This clarifies that in the process of returning cats after surgery, participants can not be prosecuted for abandonment, which is illegal.
